FRED Transit Seeks Public Comment on Draft Title VI Plan and Disadvantaged Business Enterprise Program
FRED is seeking public comment and attendance at a public meeting on two important programs: Title VI of the Civil Rights Act of 1964 (Title VI); and FRED’s use of Disadvantaged Business Enterprises (DBE) in it procurements. FRED’s public notice seeking comment can be found here.
Title VI prohibits discrimination on the basis of race, color, or national origin in programs and activities receiving Federal financial assistance. Every three years, FRED is required to prepare and submit to the Federal Transit Administration (FTA) a Title VI Plan, and to seek public input on that Plan. The draft Plan for the period covering FY19‐21 can be viewed here.
Every three years, FRED is required to assess whether it must establish a goal for the use of DBEs in its procurement of goods and services, and to seek public input on that assessment. FRED has determined that it does not meet the threshold of $250,000 in Federal Transit Administration‐funded contracting opportunities to require it to set a goal FY2019‐21. Nevertheless, FRED is committed to implementing its DBE Program in full. FRED’s DBE Program can be found here.
